Capacity Building Training Module 3
During the first part of the session for Module 3 of the Capacity Building Training session with our partner clinics, we now go into the discussion on laws and procedure of the different environmental laws.
Atty. Gloria “Golly” Estenzo-Ramos opened the session with a presentation entitled “Oceana Philippines: Saving our Oceans One Wave at a Time”. Atty. Golly discussed the challenges and issues relating to our fisheries in the Philippines and how organizations such as Oceana, along with many other NGOs and POs are helping save the oceans and at the same time, ensuring that our food resources remain intact for present and future generations.
For the main session, Atty. Roger Joseph “Rocky” Guzman, the Deputy Director of the Asian Research Institute for Environmental Law discussed the salient points of the Amended Fisheries Code of the Philippines and the e-NIPAS Act. He focused on some important provisions of the laws as well as the corresponding remedies which can come in handy for law students and lawyers, and even paralegals who will be working on certain advocacy and campaigns, and cases which the legal clinics may pursue. Atty. Rocky also talked about the challenges in implementation of the laws and the work that needs to be done in order to protect the oceans.
For the second part of the session, Atty. Ma. Nikka Andrea Oquias and Atty. Hansel Jake Pampilo of PEJC discusses some important skills related to affidavit drafting and research when handling cases for the communities and other clients of the law clinics. They also shared some helpful information and tips for law students in gathering information and facts from communities through issue spotting activities and they also shared some sample files for the reference of the participants.
